REVISED MODEL EDUCATIONAL LOAN SCHEME FOR PURSUING HIGHER STUDIES IN INDIA AND ABROAD
1. INTRODUCTION:
Education is central to the Human Resources Development and empowerment in any country. National and State level policies are framed to ensure that this basic need of the population is met through appropriate public and private sector initiatives. While government endeavour to provide primary education to all on a universal basis, higher education is progressively moving into the domain of private sector. With a gradual reduction in government subsidies higher education is getting more and more costly and hence the need for institutional funding in this area.
The scope of education has widened both in India and abroad covering new courses in diversified areas. Development of human capital is a national priority and it should be the endeavour of all that no deserving student is denied opportunity to pursue higher education for want of financial support. Loans for education should be seen as an investment for economic development and prosperity. Knowledge and information would be the driving force for economic growth in the coming years.
Based on recommendations made by a Study Group, IBA had prepared a Model Educational Loan Scheme in the year 2001 which was advised to banks for implementation by Reserve Bank of India vide circular No.RPCD.PLNFS.BC.NO.83/06.12.05/2000-01 dated April 28, 2001 along with certain modifications suggested by the Government of India. In line with the announcement made by the Hon'ble Finance Minister in his Budget Speech for the year 2004-05, IBA had communicated certain changes in the security norms applicable to educational loans with limits above Rs.4 lakhs and up to Rs. 7.5 lakhs.
We have been receiving enquiries from members seeking clarifications on the various provisions of the scheme based on feedback received from the branches. With a view to ensure that the scheme is implemented in letter and spirit, it was decided to review the scheme and make modifications in the scheme to facilitate smooth operation at bank branches. Towards this, a Working Group of General Managers drawn from select banks was constituted at IBA. This revised model scheme has been prepared based on the suggestions made by the Group.
2. OBJECTIVES OF THE SCHEME :
The Educational Loan Scheme outlined below aims at providing financial support from the banking system to deserving/ meritorious students for pursuing higher education in India and abroad. The main emphasis is that every meritorious student though poor is provided with an opportunity to pursue education with the financial support from the banking system with affordable terms and conditions. No deserving student is denied an opportunity to pursue higher education for want of financial support.
3. APPLICABILITY OF THE SCHEME:
The scheme detailed below could be adopted by all Commercial Banks. The scheme provides broad guidelines to the banks for operationalising the educational loan scheme and the implementing bank will have the discretion to make changes suiting to the convenience of the students/ parents to make it more customer friendly.
The scheme details are as under :
4. ELIGIBILITY CRITERIA :
4.1 Student eligibility:
# Should be an Indian National
# Secured admission to professional/ technical courses in India or Abroad through Entrance Test/ Merit Based Selection process.
4.2 Courses eligible
a. Studies in India: (Indicative list)
# Graduation courses : BA, B.Com., B.Sc., etc.
# Post Graduation courses : Masters & Phd.
# Professional courses : Engineering, Medical, Agriculture, Veterinary, Law, Dental, Management, Computer etc.
# Computer certificate courses of reputed institutes accredited to Dept. of Electronics or institutes affiliated to university.
# Courses like ICWA, CA, CFA etc.
# Courses conducted by IIM, IIT, IISc, XLRI. NIFT etc.
#
Regular Degree/Diploma courses like Aeronautical, pilot training, shipping etc., approved by Director General of Civil Aviation/Shipping, if the course is pursued in India. In case the course is pursued abroad, the Institute should be recognized by the competent local aviation/shipping authority
# Courses offered in India by reputed foreign universities.
# Evening courses of approved institutes.
#
Other courses leading to diploma/ degree etc. conducted by colleges/ universities approved by UGC/ Govt./ AICTE/ AIBMS/ ICMR etc
#
Courses offered by National Institutes and other reputed private institutions. Banks may have the system of appraising other institution courses depending on future prospects/ recognition by user institutions.
# Courses, which are not covered under the criteria mentioned above, individual banks may take a view to consider extending

education loan under the scheme taking into account the future prospects/recognition by user institution.
b. Studies abroad :-
# Graduation : For job oriented professional/ technical
# courses offered by reputed universities.
# Post graduation: MCA, MBA, MS, etc.
# Courses conducted by CIMA- London, CPA in USA etc.
4.3 Expenses considered for loan :
* Fee payable to college/ school/ hostel.
* Examination/ Library/ Laboratory fee.
* Purchase of books/ equipments/ instruments/ uniforms.
* Caution deposit, Building fund/refundable deposit supported by Institution bills/receipts, subject to the condition that the amount does not exceed 10% of the total tuition fees for the entire course.
* Travel expenses/ passage money for studies abroad.
* Purchase of computers - essential for completion of the course.
* Insurance premium for student borrower
* Any other expense required to complete the course - like study tours, project work, thesis, etc.
5. QUANTUM OF FINANCE:
Need based finance subject to repaying capacity of the parents/ students with margin and the following ceilings.
* Studies in India - Maximum Rs.10.00 lacs.
* Studies abroad - Maximum Rs.20 lacs
6. MARGIN :
Upto Rs 4 lacs Nil
Above Rs. 4 lacs : Studies in India 5%
Studies Abroad 15%
- Scholarship/ assistantship to be included in margin.
- Margin may be brought-in on year-to-year basis as and when disbursements are
made on a pro-rata basis.
7. SECURITY :
Upto Rs 4 lacs:- Co-obligation of parents.No security
Above Rs.4 lacs and upto Rs7.5 lakhs : -Co-obligation of parents together with collateral security in the form of suitable third party guarantee. The bank may, at its discretion, in exceptional cases, waive third party guarantee if satisfied with the net-worth / means of parent/s who would be executing the document as "joint borrower".
Above Rs.7.5 lakhs:- Co-obligation of parents together with tangible collateral security of suitable value, along with the assignment of future income of the student for payment of instalments
Note:-
* The loan documents should be executed by both the student and the parent/ guardian as joint-borrower.
* The security can be in the form of land/ building/ Govt. securities/ Public Sector Bonds/Units of UTI, NSC, KVP, life policy, gold, shares/mutual fund units/debentures, bank deposit in the name of student/ parent/ guardian or any other third party with suitable margin.
* Wherever the land/ building is already mortgaged, the unencumbered portion can be taken as security on second charge basis provided it covers the required loan amount.
* In case the loan is given for purchase of computer, the computer has to be hypothecated to the Bank.
8. RATE OF INTEREST :
Upto Rs 4 lacs :-BPLR
Above Rs. 4 lacs:- BPLR + 1%
# Simple interest to be charged during the Repayment holiday/ Moratorium period.
# Penal interest to be charged as applicable to individual banks.
9. APPRAISAL / SANCTION/ DISBURSEMENT :
# In the normal course, while appraising the loan the future income prospects of the student will be looked into. However, where required, the means of parent / guardian could also be taken into account to evaluate re-payment capability.
# The loan to be sanctioned as per delegation of powers preferably by the Branch nearest to the place of residence of parents.
# No application for educational loan received should be rejected without the concurrence of the next higher authority.
# The loan to be disbursed in stages as per the requirement/ demand directly to the Institutions/ Vendors of books/ equipments/ instruments to the extent possible.
10. REPAYMENT:
Repayment holiday/Moratorium Course period + 1 year or 6 months after getting job, whichever is earlier.
The loan to be repaid in 5-7 years after commencement of repayment. If the student is not able to complete the course within the scheduled time, extension of time for completion of course may be permitted for a maximum period of 2 years. If the student is not able to complete the course for reasons beyond his control, sanctioning authority may at his discretion consider such extensions as may be deemed necessary to complete the course.
# The accrued interest during the repayment holiday period to be added to the principal and repayment in Equated Monthly Instalments (EMI) fixed.
# 1% interest concession may be provided for loanees if the interest is serviced during the study period when repayment holiday is specified for interest/ repayment under the scheme.
11. INSURANCE
Banks may arrange for life insurance policy on the students availing Educational Loan. Individual Banks may work out the modalities with insurance companies
12. FOLLOW UP/TRACKING:
Banks to contact college/ university authorities to send the progress report to the bank at regular intervals in respect of students who have availed loans. In case of studies abroad, bank may obtain the Unique Identification Number (UIN)/Identity Card and note the same in the bank's records.
13. PROCESSING CHARGES
No processing/ upfront charges may be collected on educational loans for studies in India.
14. CAPABILITY CERTIFICATE:
Banks can also issue the capability certificate for students going abroad for higher studies. For this purpose financial and other supporting documents may be obtained from applicant, if required.
(Some of the foreign universities require the students to submit a certificate from their bankers about the sponsors' solvency/ financial capability, with a view to ensure that the sponsors of the students going abroad for higher studies are capable of meeting the expenses till completion of studies.)
15. OTHER CONDITIONS:
a. Meritorious Students
Banks which wish to support highly and exceptionally meritorious/ deserving students without security may delegate such powers to a fairly higher level authority.
b. Multiple Loans
In case of receipt of application for more than one loan for student borrower from a family, the 'family' as a unit has to be taken into account for considering the loan and security taken in relation to the total quantum of finance disbursed, subject to margin and repaying capacity of the parent/student.
c. Minimum Age
There is no specific restriction with regard to the age of the student to be eligible for education loan.
d. Change of Address
In cases of student staying with parents and where such parents have transferable jobs or there is change in address, the bank may provide in the system of noting the ‘address for correspondence' for tracking purpose.
e. Top up loans
Banks may consider top up loans to students pursuing further studies within the overall eligibility limit, with appropriate re-schedulement, subject to taking required security.
f. Co-obligator
The co-obligator should be parent(s)/guardian of the student borrower. In case of married person, co-obligator can be either spouse or the parent(s)/parents-in-law .
No Due Certificate
No due certificate need not be insisted upon as a pre-condition for considering educational loan. However, banks may obtain a declaration/ an affidavit confirming that no loans are availed from other banks.
Disposal Application
Loan applications have to be disposed of within a period of 15 days to 1 month, but not exceeding the time norms stipulated for disposing of loan applications under priority sector lending.
Flexibility in terms
In order to bring flexibility in terms like eligibility, margin, security norms, banks may consider relaxation in the norms on a case-to-case basis delegating the powers to a fairly higher level authority.

Minorities Economic Development Scholarship 2008
Students, who belong to the minority communities and pursuing post-graduation or degree level or any kind of technical courses from either a government or a recognized private educational institution, are invited to apply for the ‘Department of Minorities Welfare & Tamil Nadu Minorities Economic Development Scholarship 2008’. It is a project introduced by the Government of Tamil Nadu. The total numbers of scholarship allotted in the entire Tamil Nadu are seven hundred and sixty seven. NTSE-2009 National Talent Search Examination Notification - Scholarship Exam
National Talent Search Scheme is a flagship activity of the NCERT started in the year 1963. The purpose of the scheme is to identify talented students and nurture their talent. Talent refers to the potentiality that manifests itself in a high level of performance in one or more specialized areas. The scheme, therefore, covers areas like Sciences, Social Sciences, Engineering, Medicine, Management and Law. It honours and helps talented students by providing financial assistance in the form of a monthly scholarship. For the course in Basic Sciences, Social Sciences and Commerce, this assistance is provided up to Ph.D. level. For professional courses like Engineering, Medicine, Management and Law; this assistance is given only up to Post Graduation. For the selection year 2009, The NCERT will conduct the National Talent Search Examination for students studying in Class VIII only.
1. Scholarships: On the basis of the examination conducted, 1000 scholarships will be awarded for each group of students appearing for Class VIII examinations.
2. Reservation: 15% scholarships will be reserved for students belonging to the SC category, 7.5% scholarship for students belonging to the ST category and 3% for Physically Challenged Group of Students each in respect of the class VIII.
3. Scholarship: Awardees of NTS Examination will receive a sum of Rs. 500/- per month as per NTS rules.
4. Selection: There will be two-stage selection process for award of scholarship. For Stage-I, selection will be done by States/UTs through a written examination. Students who qualify Stage I will be eligible to appear for Stage II examination conducted by NCERT.

6. Eligibility: Students of Class VIII studying in recognized schools are eligible to appear Stage I examination conducted by the States/UTs in which the schools are located. There will be no domicile restriction.
7. Examination: The pattern of written examination for Class VIII will be as follows:
● Stage I examination at the State/UT level will comprise two parts, namely (a) Mental Ability Test (MAT) and (b) Scholastic Ability Test (SAT) covering social sciences, sciences and mathematics.
● Stage II examination at the National level will comprise (a) Mental Ability Test (MAT), (b) Scholastic Ability Test (SAT) covering social sciences, sciences and mathematics, (c) Interview. Only those candidates who qualify the written examination at the National Level will be invited for the interview.
8. State Quotas: Each State/Union Territory has been allotted a quota to recommend a specific number of candidates for the Stage II examination, the details of which will be made available on the NCERT website. However, there will be no States/Union Territory Quota for the final award of scholarship after the Stage II examination. Reservation for SC, ST and Physically Challenged will be as notified in para 2 above.
9. Application Forms: Application Forms may be downloaded from the NCERT website www.ncert.nic.in. All correspondences related to Application Forms should be addressed to the State Liaison Officers (LOs) whose addresses are given at the end/Website: www.ncert.nic.in
10. The completed application form duly signed by the Principal of the school should be submitted to the LO before the last date i.e. 31 August 2008.
11. Fees: States and Union Territories may notify the fee required (refer to NCERT website) which will be paid for the Stage-I examination. However, NCERT does not charge any fee for the Stage-II examination.
12. Announcement of Results: Results of the Stage-I examination will be announced by the respective State Governments/Union Territories. Results of Stage-II examination will be announced by NCERT.
13. Indian Students Studying Abroad can appear directly for Stage II NTS Examination under conditions prescribed in the NTS brochure for Class VIII which is available on the NCERT website. Candidates may fill up relevant items of the Application Form available on the NCERT website and send in to the undersigned along with a photocopy of the mark sheet of previous examination latest by 31 March 2009.

Modes Of Entry
The Union Public Service Commission (UPSC) carries out the process of selection for entry into the civil services. The actual procedure is set in motion six months prior to the conducting of the preliminary examination, when the date and syllabus of the examination process are announced in the Employment News Weekly/Rozgar Samachar.
Graduates between 21 and 30 years of age are allowed to make a maximum of four attempts at the civil service examination. The UPSC grants relaxation in age and number of attempts to candidates belonging to SC/ST (Scheduled Castes/Scheduled Tribes) if they are otherwise eligible. OBC candidates are allowed a maximum of seven attempts while there is no restriction on the number of attempts for SC/ST candidates.
The preliminary examination is an objective type with multiple choice questions in 2 papers - general studies and an optional subject. The preliminary is meant to serve as a screening test and about 12 to 13 times the total approx. number of vacancies to be filled in the year are declared qualified to be admitted to the main examination. The main examination consists of a written examination and an interview test.

Placements And Prospects
Through the civil services examination the UPSC recruits personnel to services such as IAS, IPS, IFS and the many services falling under Central Allied group "A" and group "B". Audio engineering as a Career Avenue
Overview:
Audio engineering is a part of audio science dealing with the recording and reproduction of sound through mechanical and electronic means. The field draws on many disciplines, including electrical engineering, acoustics, psychoacoustics, and music. Unlike acoustical engineering, audio engineering generally does not deal with noise control or acoustical design. However, an audio engineer is often closer to the creative and technical aspects of audio rather than formal engineering. An audio engineer must be proficient with different types of recording media, such as analog tape, digital multitrack recorders and workstations, and computer knowledge. With the advent of the digital age, it is becoming more and more important for the audio engineer to be versed in the understanding of software and hardware integration from synchronization to analog to digital transfers.
An audio engineer is someone with experience and training in the production and manipulation of sound through mechanical (analog) or digital means. As a professional title, this person is sometimes designated as a sound engineer or recording engineer instead. A person with one of these titles is commonly listed in the credits of many commercial music recordings (as well as in other productions that include sound, such as movies).
Audio engineers are generally familiar with the design, installation, and/or operation of sound recording, sound reinforcement, or sound broadcasting equipment, including large and small format consoles. In the recording studio environment, the audio engineer records, edits, manipulates, mixes, and/or masters sound by technical means in order to realize an artist's or record producer's creative vision. While usually associated with music production, an audio engineer deals with sound for a wide range of applications, including post-production for video and film, live sound reinforcement, advertising, multimedia, and broadcasting. When referring to video games, an audio engineer may also be a computer programmer.
In larger productions, an audio engineer is responsible for the technical aspects of a sound recording or other audio production, and works together with a record producer or director, although the engineer's role may also be integrated with that of the producer. In smaller productions and studios the sound engineer and producer is often one and the same person.
In typical sound reinforcement applications, audio engineers often assume the role of producer, making artistic decisions along with technical ones.

Eight more new IITs approved this year
Eight more new IITs approved - As many as eight new Indian Institutes of Technology (IITs) would be set up in the country during the current academic session to impart high quality technical education, reports the Economic Times
The new IITs would come up in Bihar, Andhra Pradesh, Rajasthan, Orissa, Gujarat, Punjab, Himachal Pradesh and Indore in Madhya Pradesh at an estimated cost of Rs 6,080 crore, Finance Minister P Chidambaram said after a meeting of the Union Cabinet.
With the creation of new IITs, high quality technical education will become accessible to bright students as hardly two per cent of about three lakh students, who appear in the Joint Entrance Examination could get admissions in them, he said. The Cabinet also approved creation of 30 faculty posts per year in the first three years of establishment of each of the new IITs, besides approving the posts of a director and Registrar. A decision was also taken to raise the grade of all existing IIT Directors to Rs 26,000 (fixed) from Rs 25,000 now.
The IITs of Andhra Pradesh, Bihar and Gujarat would commence their classes for about 120 students each for B.Tech programmes through temporary campuses and would be mentored by IITs of Madras, Guwahati and Bombay respectively.
The three IITs of Rajasthan, Punjab and Orissa will start their classes in the campuses of their mentor IITs at Kanpur, Delhi and Kharagpur respectively, while the IITs at Indore and Himachal Pradesh will begin their sessions from the academic session 2009-10.

Over 26,000 jr college seats still vacant in Mumbai | Admissions starting from Monday 21st July
MUMBAI: Of the 1.29 lakh students who cleared class X from Mumbai, only around 1.03 lakh have managed to secure a seat in a city college.
The good news though is that after the fifth merit list, there are still 26,115 vacant seats in junior colleges in Mumbai, including top cityones like Ruparel, Ruia, N M, Mithibai and Podar. The break-up is-5,944 arts seats, 6,133 science seats and 14,038 for commerce.
Of the 410 colleges in Thane, the deputy director of education has collated figures for vacant seats in 286 colleges. The figure works out to 15,925. In Raigad, there are about 871 vacant seats. The second round of admissions will begin on Monday for those who have not yet secured a seat in any college.
The department will open three guidance centres in Mumbai, nine in Thane and one in Raigad. In Thane, over 1.02 lakh students have cleared class X and there are 1.01 lakh seats in all (including the 141 new colleges). Despite this, there are still well over 16,000 vacant seats in Thane. "This is because a lot of Thane students seek admission to Mumbai colleges," said the education officer.

Govt decides to open extra divisions in juniour colleges in Mumbai
At a cabinet meeting held on Tuesday, the government said that it was determined to go ahead with the 70:30 quota rule for the 2008-09 academic year, despite the fact that the circular was sent to the colleges after the first merit list was released. Colleges that don’t comply will be penalised, state education minister Vasant Purke reiterated. Other points discussed were:
Extra divisions: Colleges will be allowed to open extra divisions so that their overall tally meets the 70:30 quota.
Two districts in Mumbai: As per the rule, 70 per cent of a college’s seats must be kept for students in its district. Mumbai is divided into two districts - city and suburbs.
70:30 in future lists: If colleges have not paid attention to the quota in the first two lists, they will have to in lists they release later.
New admission committee: A cabinet subcommittee, headed by the CM has been formed to oversee admission-related problems.
New colleges: 154 proposals to start colleges in Mumbai, Thane and Raigad were sanctioned. These 154 colleges will have 226 divisions and will accommodate 18,000 to 20,000 students. Of these divisions 55 will be in Mumbai, 154 in Thane and 17 in Raigad.
More divisions: The state government has given its nod for 556 new divisions in existing colleges, of which 40 divisions are in Mumbai, 111 in Thane and 35 in Raigad.

Day after 70:30 put on hold, city junior colleges resume admissions | 70:30 Rule to be implemented next year
Mumbai, July 15 A week after the admission process was temporarily stayed by the Bombay High Court, colleges in the city resumed admitting students on Tuesday, after the Maharashtra government had informed the High Court on Monday that it would not implement the 70:30 rule during admissions in junior colleges this academic year.
The High Court had stayed the admission process last week after a petition was filed against the admission formula according to which 70 per cent of the seats will be filled with students from the same district as the college. While all colleges carried on with admissions of students selected in the third merit list, few put up the fourth merit list. Dadar-based Kirti College principal M Kekare said that all seats in his college except those in the reserved category had been filled up after the third list. “Every year we put up five lists. However, this year we had to stop at just three. This is because of the good results of tenth standard and a high pass percentage.”
Mithibai College, Vile Parle put up only Science and Arts list. According to principal Dr Kiran Mangaonkar, the college would not put up a fifth list. Colleges which implemented the 70:30 rule in the second or third lists have decided not to redo the lists and have carried on with the admissions of selected students.
Meanwhile, the delay in the admission process which will subsequently delay all the important activities including exams in this academic year has college principals worried. Kekare said, “We are tensed because we will have to manage the workload. Our junior college usually begins on July 10. I do not know as to when we will be able to start junior college classes this year.”

IIM in Shillong inaugurated
Shillong: The seventh Indian Institute of Management started imparting lessons here on Friday, becoming the first IIM in the northeast. Meghalaya Chief Minister Donkupar Roy would do the formal inauguration in the evening.
The institute, which would connect the region with the world's growing marketing and management realities, is named Rajiv Gandhi Indian Institute of Management (RGIIM). It will functioning in the North Eastern Hill University (NEHU) campus for the time being.
"This is a dream fulfilled for the people of the region and we hope this prestigious institute would contribute to the manpower of tomorrow, not only in the northeast, but also in the whole country and abroad," the chief minister said.
IIM Shillong is the seventh IIM in the country after Ahmedabad, Bangalore, Kolkata, Lucknow, Indore and Kozhikode.
Initially, 60 students, who cleared the the Common Admission Test (CAT), will attend the institute's flagship programme - Post Graduate Diploma in Business Management (PGDBM).
The intake of students will be subsequently increased to 120 in the third year and 180 in the sixth year. The permanent campus, currently under construction, is spread over a sprawling 120 acres provided by the Meghalaya government.
"The institute would provide a new impetus to the quality management education in the northeast with its mission of modernising and globalising the country through the promotion of higher education," Roy said.
The institute would later introduce courses like tourism and hospitality management, tele-services and telemedicine, information systems and technology, and subjects such as horticulture, besides hydel power. IANS

CA/CPT Examination Results 2008 to be declared today on 12 July 2008
The institute of Chartered Accountants in India is scheduled to announce the CA results for Common Proficiency Test (CPT Results) that was conducted in June 2008 and the results of CA final exams that was conducted in May 2008 on their website www.caresults.nic.in on July 12 2008.

Agricultural Engineering
Applies engineering principles to all activities related to agriculture and horticulture. Improvement in agricultural farm machinery, farm structures, rural electrification, biogas, new technologies in the design and manufacture of agricultural products and also conservation of soil and water, are some of the jobs handled by an agricultural engineer.
This basically implies looking after the mechanization of agricultural activities for the smooth functioning and efficient increase in food productivity.
Necessary Qualifications
BE in agricultural engineering is a must.
Academic Programme
The Bachelor's degree course covers basic physical, engineering and agricultural sciences. Soil conservation, drainage methods, irrigation practices, farm machinery, dairy engineering, are some of the areas dealt with.
At the postgraduate level, specialization in crop process engineering, farm machinery and power, soil and water conservation, etc. are taken up. At IIT, Kharagpur, and at IARI (Indian Agricultural Research Institute) New Delhi, a Ph.D. degree of three years duration is also offered.
Job Opportunities
Agricultural engineers may be involved in the sales, marketing and servicing of farm equipment and agricultural implements, in designing and constructing farm buildings, in product planning, mechanizing procedures and crop storage and processing. They could also work for tubewell borings, irrigation and drainage projects, canal irrigation programmes, land reclamation and soil conservation projects.
Jobs in mechanized farms, for rural electrification, and in agro-industrial corporations are also increasing. Agricultural engineers also work as assistant engineers, designers, management trainees, and technical officers in banks. Besides teaching and technical journalism, large numbers of these engineers are absorbed in Central and state governments departments of agriculture.
Marine Engineering

While preparing the students for Marine Industry through extensively covered theoretical classes, practical engineering education at the in-campus workshop, out-of-campus Shipyard & Shipboard training, the curriculum ensures sufficient exposure to Electronic, Computer & Information technologies.
